If you get water into revved up engine, you will just clean it of carbon deposits as heat shock cracks the deposits – unless you manage to get more into one cylinder than its compression volume is. Quite a trick to do that.
Hydraulic lock is easier to achieve by pouring water (or pretty much any liquid) into single cylinders intake when the engine is not running.
