264 – Gaps In The Coverage

One outside interpretation of this is that Frank's actually considering Rosa the least of his worries right now, since she gets to stay with Chuck while we have Oscar wrangling the McCartys and Frank himself has decided to keep a leash on the Z Ranch's resident "Mouth of the South" (although no, we're pretty sure Lacey's surname isn't Hart).
